I was always wondering how someone could become an admin... is there a form to fill out or any other way.

You need to:
1.) Don't ask for it, this is
NEVER
good.
2.) You have to know how to use it.
3.) You have to not abuse it once you got the powers.
4.) You have to know to handle spammers and such.
