Well they haven't been printing or distributing it for quite some time, so I couldn't imagine it'd be very easy to find at any retailer in the area.
There are a few places to find it new online for $5 - $10 if you do a bit of searching around, and I know for a fact that there are a few people with multiple accounts from when all those keys were released on fileplanet in 2004. You may be able to persuade one of them to part with an account, or if you can find someone with a used key the vivendi cd key reset email might still work.
Otherwise, you could still start up the game in offline mode using the TCMS script and play with a few people if you arrange to meet them there. Most people would still be playing in online mode, so you probably wouldn't see many people using it.

I don't think there's more than a few in Sooke that even have the game, let alone multiple accounts. I was thinking more one of the guys on here might have a spare they'd be willing to part with, but who knows.
If all else fails a copy of the game could be ordered online. It might take a week or two for the disc but I'm sure some of the shops would send the key before shipping if special instructions were given.
