Public Formation of the United Constructors League.

The war between TEF/TCAF and Hendrik's is almost over with most of Hendrik's armed forces defecting or getting slaughtered. With the end of the war the Raxyus will be completed and will help deliver the final blow, but it serves not only as a military power but also as a political one.
Part of it's massive indoor city will be cut off for awhile to facilitate the building of a UCL building...

The UCL is not a faction in and of itself, but rather a council or senate of representatives from each faction who is a part of UCL. The purpose of the league is to facilitate peaceful inter-factional relations, inter-factional security, economic development, and the realization of galactic peace.

Here is how it works...

The majority of decisions the UCL makes is done in a council of factions where one or more people attend to represent their respective factions. It is up to the factions themselves to ensure the representatives reflect the views of their factions. Each faction is allotted one vote in the council.

The council's power reflects not the UCL's, but the combined opinion of The-Construct's community as a whole, and will be respected as such.
Even then, though, it's power is limited only to what matters it's goal is to achieve.
An example: Factions may get together to schedule war-games or to evaluate a newly forming faction or recent arrival, but they may not vote to change a factions internal policies or leadership.

Not only does the UCL facilitate meeting but it also provides a sphere of peace in a war-torn galaxy, a place where rivals can come together without fear. Restaurants, parks, stall-markets, and plentiful player housing is all available on the UCL's Raxyus, provided by the true, human good nature of the people.

Violence will not be tolerated between members of the UCL without proper authorization from the council.

In summary, the United Constructors League is forming and inviting all factions, no matter how big or small, active or desolate they may be.
